Residents scream as black water pours from apartment taps. A man rushes to the rooftop water tank at night with a flashlight while people yell below. He climbs the slippery ladder as loud banging echoes from inside the tank. He opens the lid slightly — stillness. His flashlight hits dozens of pale human faces floating underwater.
